This week’s case file is TC-0104: The Connecticut River Valley Killer.

1998, a federal law was passed by the United States Congress, titled: Protection of Children from Sexual Predator Act of 1998 (Title 18, United States Code, Chapter 51, and Section 1111). This law includes a definition of serial killings:

Serial Murder is: a series of three or more killings, not less than one of which was committed within the United States, having common characteristics such as to suggest the reasonable possibility that the crimes were committed by the same actor or actors.

The FBI openly considers this definition to be limited in its application, this is discussed in detail in The FBI’s publication on the topic titled Serial Murder: Multi-Disciplinary Perspectives for Investigators. This publication was put together by the Behavioral Analysis Unit, the unit made famous for its criminal profilers like John Douglas and its members made popular in films like Silence of The Lambs and TV shows like Mindhunter.

There are at any time 25-50 active serial killers in the United States. Today we are going to cover a case of one of them that has never lead to an arrest or conviction nor has any unofficial or official closed case status and is considered one of the unsolved serial murder cases. Starting in 1978 and apparently active for 10 years with the last official murder in 1988, at least eight women were murdered in the Connecticut River Valley region, all the victims stabbed, these murders would be connected together and attributed to an unknown suspect who was given many names but has been mostly referred to as the Connecticut River Valley Killer.

1985 and 1986, 2 skeletal remains were discovered in Kellyville, New Hampshire within 1000 feet of each other.

Despite the condition of the remains preventing an official cause of death, factors such as cuts into bones, pointed to multiple stabs wounds contributing to if not being the cause of death.
